Social Media Algorithms and Political Polarization in Pakistan: From Algorithmic Opacity to Accountability

Overview

Political polarization is not caused by social media algorithms alone. Political identities, selective exposure, and hostility towards opposing groups exist independently of digital platforms. However, algorithmic systems influence which posts become more visible and which users encounter particular forms of political content, creating a policy problem when platforms make consequential decisions about political visibility without sufficient transparency or independent scrutiny.

Drawing on emerging Pakistani research and international evidence, including a large-scale Facebook field experiment and a 2026 study of X's algorithmic feed, this brief argues that the case for algorithms causing polarization is weaker than commonly assumed, but the case for scrutinizing how platforms amplify political content is strong. The recommended policy response for Pakistan is therefore not to censor political disagreement, but to make algorithmic political amplification more transparent, auditable, and accountable, shifting the regulatory question from "what are citizens allowed to say?" to "how are platforms deciding what citizens are more likely to see?"

The brief sets out a five-part Pakistan-specific policy framework: election-period algorithmic audits led by the Election Commission of Pakistan with support from the Pakistan Telecommunication Authority; structured independent researcher access to platform data, accredited through PTA in consultation with the Higher Education Commission; user control over political recommendations, including chronological feed options and clearer explanations of why content is shown; expanded algorithmic literacy programs; and an independent multi-stakeholder oversight mechanism limited to algorithmic transparency and research access, explicitly excluding government control over political content.
