Overview

Artificial intelligence is becoming embedded in everyday social and institutional life in Pakistan, reshaping how people communicate, learn, work, and access information. The brief argues that AI should be assessed not only by productivity or economic growth but by its effect on human development, understood as the expansion of people's capabilities, choices, and freedoms. AI can expand these capabilities by improving access to information and services, but excessive or poorly governed reliance on it can also alter interpersonal relationships, reduce opportunities for human interaction, heighten privacy risks, and deepen digital inequalities.

The brief traces this shift across several domains: the move from human-to-human communication toward AI-mediated interaction; the changing teacher-student relationship as generative AI becomes an active part of university learning in Pakistan; the reshaping of workplace collaboration and professional socialization; and the risk that an existing digital divide, in a country where 57% of the population used the internet in 2024, evolves into a deeper AI capability divide. It situates these trends against Pakistan's National AI Policy 2025 and recent digital-infrastructure investment such as the World Bank-backed Connected Punjab Program.

The brief closes with nine policy recommendations spanning education, labour, digital inclusion, and data governance, including AI social-impact assessments for large-scale public programs, critical AI literacy in schools and universities, investment in Urdu and regional-language AI systems, and stronger privacy and accountability mechanisms, framing the central challenge as building a human-centered AI development pathway for Pakistan.
